There has to be integrity in the process; that what is put before the public be the truth, complete, unvarnished, unbiased, with the intent of the plan clearly visible. The initial environmental review is the most important step because it directs the direction of the new plan. It must be factual, showing what species are in the park and which of these require protection and can be protected.
