Role of the CRD Board

A legal opinion on the Role and Responsibilities of Regional Directors  is here

Stripped to its essence, the role of the CRD Board is to set policy in the public interest, and to put in place a structure that will implement its policy and provide information on which it can base its decisions.

Information is the life blood of the Board:   the corollary of the duty of the Board to make the best decisions in the public interest,  is the equal duty to ensure it has complete and accurate information on which to base those decisions.

From convenience and practice, information coming to the Board will typically come from its staff, but the Board is not limited to only receive from staff.  And if doubt is raised about the accuracy of information from staff, the Board cannot hide behind the excuse of  "we relied on staff"; the Board must make inquiry.

For three years the community has been sounding the alarm to the Board that its policies have not been carried out, and questioning the accuracy of information provided to it, but the Board took no action    see examples here
