The Provincial Government Researcher

In 2009  a provincial government researcher doing a report on island View Beach emailed CRD park staff asking if the drainage ditches had anything to do with mosquito control.  

The correct answer would have been to say the drainage ditches were installed for the sole purpose of mosquito control, and that the park bylaw required CRD Parks to keep the ditches clean.   

Instead CRD park staff told  the researcher the ditches were put in to prevent sea water from flooding agricultural lands, and that the "drainage ditches have not been maintained for years".   

The researcher responded to CRD Parks staff thanking them and saying she had been talking " about mosquito control.  Mostly I was wondering if the drainage ditches were to be maintained for that purpose.  But it sounds like that is not the case."    In fact her initial belief had been correct, the drainage ditches were for mosquito control,  and she was misled by the CRD Parks staff response into thinking they were not.   See here
