Beach bindweed

The morning glory Calystegia soldanella (syn. Convolvulus soldanella) is a species of bindweed known by various common names such as seashore false bindweed, shore bindweed, shore convolvulus and beach morning glory. It is a perennial vine which grows in beach sand and other coastal habitats in temperate regions across the world.  It is also known as 'The Prince's Flower' after Prince Charles Edward Stuart who sowed it on the Island of Eriskay,Scotland, when he landed there in 1745 to lead the Jacobite rising.
The plant bears fleshy stems, kidney-shaped leaves, and attractive morning glory flowers with corollas delicate pink to vivid lavender. They are insect-pollinated.   [Taken from Wikipedia]

Protection
Fairbarns 2007, said at page 18 "The occurrence itself is in excellent condition.  ........... The plants are of high vigour and reproducing abundantly."
and at page 14, he said:  "No specific actions are proposed for the conservation of .....American glehnia, Beach bindweed, Black knotweed or Yellow sand-verbena."
See Fairbarns 2007 here

Location in the park

The Cordova Conservation Strategy says it is locally abundant on Tixen (Cordova Spit), and that there a small population near Island View Beach - see their map below.   See page 38 here
If the map is correct this small population seems to  be close to the fenced area at the north east end of the park.
The 2007 Fairbarns report however says the location is "shoreline from Island View Beach Regional Park through Tsawout Indian Reserve to north tip of
Cordova Spit Municipal Park"
